No, it should be your own native state. Because two ranks are prepared. One is all India rank and the other is state rank.. The merit of your own state is considered and you need to produce your nativity certificate at the time of counselling
No, i mean can you? if you don't belong to delhi then why would you opt delhi as your state eligibility and yes you can but only if you will have legal documents and all the proofs as all the documents will be checked while counselling.
