Can a person who is working (20 year old) and has an IP apply for esic medical colleges through neet counseling for IP quota. Do they still need 'ward of IP' certification?

Yes the ward of ip certification is mandatory as the seats are reserved for wards of ip insured students and not ips.
The usual cutoff for general category is around 460+ for UR caregory. However priority is given to IP card holders since more years.
However these information is based on last years cutoof and as cutoff changes everyyear depending on factors like difficulty of exam and number of candidates appearing and current COVID19 situation etc.
