can a telangana student can apply for state counselling in andhra pradesh.if yes what is the procedure

Only candidates having domicile of a particular state can apply for a seat in that state through state quota .

Since, Telangana and Andhra Pradesh are two different states , you can not apply for AP with telangana state domicile .

To apply for state counselling, you should be domicile (resident) of that state otherwise you won't be able to apply for that counselling.

Since, you are from telangana state, you are not eligible to apply for NEET counselling in Andra pradesh.
