You will have to clear your JEEMains / JEE Advanced.

In my opinion best for you will be to take Lateral entry in BTech after your diploma because this will save one valuable year too as you would go to the second year of BTech directly.

No, there is no provision made by MHRD. you have to go for lateral entries.

Diploma students who have completed their degree, or are in the final year of doing so, are eligible to apply for JEE Main , but will not be given admission to NITs and CFTIs. If you qualify JEE Main, you will have to appear for JEE Advanced, and they will be given admission like class 12th pass students. No lateral entry.
