Hello aspirant,
You can apply for state quota only in your state i.e. in the state in which you have domicile. If you belong to AP then you can apply for state quota only in AP. If you want to apply in Karnataka for medical colleges you need to apply through All India Quota. You cannot apply through State Quota in Karnataka.
