Yes, you can surely apply for medical colleges under IPU through AIQ but only with good marks and ranks with proper eligibility.
You can get Delhi seats only through Delhi Category / Quota, if you have studied 10+2 (11th and 12th) classes in the recognized School/College in Delhi and passed the qualifying examination from any School/College located in Delhi if. The procedure for counselling would be online held by mcc. Below, I am attaching the link which includes the detailed procedure for counselling.
