Dear student, there is no such criteria that you must apply for all India counselling, before applying in state counselling. As you have not applied for all India counselling, you can definitely go for state counselling in Karnataka, only if you have a domicile in Karnataka. If you do not have domicile in Karnataka, you won't be eligible under the state quota.
