The admission to undergraduate medical courses through NEET to various private and government medical colleges throughout India has begun in most of the states.
Yes, you can apply for same college through both All India Quota and state quota. However tgere is no point in doing so as after admission both are same seats. So if you have enough marks you will get it through state quota itself.
However there won't be any problem if do it your way.

You can but isn't it the waste of everything i.e Time, Resources and Energy?
Let me remind you that a whopping 85% seats are Reserved for State quota candidates and the cutoff in State counselling will be very low as compared to All India Quota. There is no need to apply through All India Quota.
