Yes, you are eligible to pursue Master's Degree in English, after completion of Bachelor in Elementary Education from Delhi University.
To pursue Master's Degree in English, the eligibility criteria is you need to pass your graduation with English(Major).

means that in b.el.ed secound year you will be given some liberal options . among those there will be english liberal so you have to take english then only you can do MA in english
