Can I get full fee reimbursement for 10005th rank??

For any category?? ..for civil engineering.?? 

Here is the full details...1. All eligible SC and ST students shall be given full fee reimbursement of the actual fee. 2. All students other than SC and ST and who have obtained an EAMCET Rankof upto 10000 shallbe eligible for full fee reimbursement of the actual fee.3. All students other than SC and ST who have studied in Government and Residential collegesrun by the welfare and educational departments including students sponsored by the Government under the corporate college scheme shall beeligible for full fee reimbursement of the actual fee.
