can I get nit/iiit collage but my board marks less than 75%

No you are not eligible  for NITs and IITs if you score less then 75 percent in class 12th.

You can apply for good private universities or institutes who are taking their own entrance exam and having their own admission criteria like:

No, you're not eligible to get enrolled in any NIT or IIITs through JEE main examination as you don't fulfill their eligibility criteria of scoring atleast 75% aggregate in class 12th.

According to JEE main norms a candidate is eligible to get a college only if he get atleast 75% in 12 for general and 65% for obc/sc/st.

Yes, it is mandatory, not only for IITs but for every government institute/university/college like NITs, DTU, NSIT, etc., it is mandatory to score 75% in class 12th to be eligible for NITs and IIITs.
