can i get seat in csab as I belongs to sc category.My CRL rank is 248845 & category rank 15400. And i got 96% in intermediate.

See on such rank you have very low chances of any of the NITs or IIITS but you have good chances of getting some GFTIs through CSAB counselling.

If we go through previous year's data of seat allotment On the basis of data mentioned in the question by you, you can go for the enlisted colleges :-
