For govt colleges, most of them have a entrance exams and admission without entrance exams is not permitted.

Yes this is possible you can get seat in Christ university as this university takes admissions by management quota also. But for this you just need to apply for the entrance exam -- first register in the course of your interest. Then after this there's a different process of admission.
