No, without having the domicile of particular state you are not eligible to get seat there in Govt colleges as domicile is the basic requirement to be fulfilled but you can participate to get seat in private colleges as there will be no issue for the same. Also, I hope you have got seat in your desired college now.

Answer

You can participate in the counselling of private colleges in other states if you don't have domicile certificate. You will not be eligible for government colleges.
