Well yes you can apply for both state counselling and All India counselling. And I would say you should definitely apply for both counsellings in order to explore your options and get the best possible college.

Yes, of course you can participate in both all India and state Counseling procedures, the only point being, once you are assured of a seat in anywhere be it through All India quota or State Quota, you must opt out of the other procedure.
