Hello Mansi, No, you can't directly apply for the 2nd round of counseling by skipping the 1st one. Because if you skip the first round of counseling, the seat is allocated to another candidate. Only those candidate are applicable for upgradation to 2nd round who have registered for the 1st round. You can't directly jump in between and register for the 2nd round.
