Hello. Yes , that is possible. You will have to inform the previous college about taking off your admission due to some reason, and then visit the other college now in which you are interested and get your seat booked.
Your initial fee I.e., registration fees wont be refunded, instead any major fees paid during first cuttoff will be refunded in 1 or 2 months. So you will have to manage the fees by your own. You cannot depend on this money which will come in your account in 1 or 2 months.
