Hello there,
Yes, you can change your college in the seventh cut off of DU if your marks are according to the cut off. But you first need to withdraw your admission from the previous college and collect all your original documents as you would need them at the time of admission.
No, 7th cut off is not a special drive. Students belonging to unreserved category can also take admission.
