can non domicile students have any chance of admission in college of engineering pune through mhtcet ? or jee mains ?

The cut off for non domicile students is very high, so if you have good marks then only you can get admission being a non domicile student. However some seats are reserved for non domicile students, but they are very less in numbers. So if you wish to take admission being a non domicile then you need to score very high.
