Yes you can register for cap rounds in maharashtra both on the basis of Mhtcet as well as Jee scorecard , the one providing higher benefit will be selected automatically, as you are an oms candidate (outside Maharashtra State) you have 15 % seats available other 85% are reserved for Maharashtra candidates,

yes, ofcousre you are eligible to participate in maharahstra cap counselling. Since you are from outside maharashtra so you are only eligible to apply for general quota seats. If you belong to maharashtra then only you can apply for reservation seats(if applicable)
