Today I went to sgtb they are saying that as you already take admission in khalsa in bsc H chem you can not take admission in new course but fulfill cut off and I belong to sikh minority . IS IT TRUE

Hey,
yes, you can switch your college in the sixth cut off If your marks are according to the cut off. You need to first withdraw your admission in the college you have already taken admission in. And then you can seek admission in some other college which you are getting according to sixth cut off.
