Can we do fashion designing course through online (like part-time kind) simultaneously doing other degree? Are there any institutions offering such distance course? If there, will they give you certificate after the course?

The answer to your question is probably yes!
You can definitely try some online MooC courses for fashion technology given by Coursera,Udemy and edX. Some of them may be free too...and some may require payment at a reasonable price.
They will provide you with a shareable certificate that can be used in your resumes for showing your interest in fashion to your employer.
