The seats are filled based on the category rank.For this year the cut off has gone considerably down due to new syllabus and also  TNAU counseling has witnessed a decreasing trend in terms of application. For example as you noticed in last year  the candidate who secured a seat in university campus may have scored a cut off of 195 and his category rank would be 300 for the same rank this year cut off would be around 180.In both the cases the seats would be filled based on your category ranking.And yes you can fill in CSE(SS) in Anna University as your first preference and you have high chance of securing the same.

SS is self supporting but there would be no difference in syllabus or faculty from the general CS course,the cut off would be much lower than general course and the tuition fees would be higher,Best wishes.

Yes, even in case the seats are completely filled the portal will not allow you to choose that in your choice filling. Chances for getting the seat is tricky. As Computer Science Engineering is one of the most demanding course at the same time Anna University is reputed as well as high demanded college. Even for self supporting from Anna University is in huge demand.
