For the percentile you mentioned will be having general rank around 60000.  The last year closing rank for college was 60094( food engineering). So it now comes to your luck , as slight variation may be there in your rank or closing rank. You chances could not be predicted. Hope it helps

Of course you may get Tezpur University as the cutoff stays bit low for that.

Even if you are from General Category then you may get Tezpur at least till the Spot round counselling.

Try to push till the end of counselling process if your rank will be bad. Maybe you will land in some better college.
