Hey there,
Yes you can migrate to a different college if you have just entered your third semester provided you have cleared all your exams in first and second semester.
You'll have to get NOC (non objection certificate) from both parties that is, your present college and the college you want get it.
Last date to fill out the migration form is 31st August.
