Hey,
there is a single form of Delhi University which you need to fill and you do not need to apply in all the colleges individually. However there are 2-3 colleges of delhi university for which an individual form needs to be filled. Jesus and mary and st. Stephens are the colleges in which you are required to fill a separate form.
