Not everyone has smartphone nor there is any smartphone statistics available.
However havibg laptop is recommended as there will be many applications where you might require practice of some programmes specifically un CSE and IT department streams.
You can opt to buy smartphone based on your interest and affinity.

Hey Akash,
Yes , now a days smart phones and pc is vrey important things.
You will connected and informed thourgh whatsapp , at any instant of time your class will cancel or any other information will shared through whatsapp.
There are will be lots of books you have to do in these 4 years so many books will be available in e-book so smartphone will necessary that time.
