The deduction policy on changing stream varies from college to college, it ranges in between 1-5% deduction from your bfs.
You need to verify with the Colleges regarding the deduction %.
And as just saw in your previous comment regarding change from science to jounralism, so yes you will face a deduction since jounralism belongs to arts sides and you will be doing ba in jounralism.

The deduction policy is different for different colleges and it also varies for different courses.
This year,for stream change from Science or Commerce to BA Programme,you will face deduction of 2 percent or 2.5 percent and some are even deducting 3 percent from your ''best of four'' subjects.
So,it varies with the colleges. If you switch from any stream to English Honours then you will not face any deduction in your best four.

The change of stream in Delhi university is generally referred to as you are applying for admission in a course or a stream which is different from what you were having in class 12th . There is no particular % which is being deducted. Some colleges deduct your 2.5% where as some are even deducting 5%.But kost if them deduct 2.5% .
