Does the Domicile criteria apply even for foreign citizens who have studied in karnataka for more than 10 years?

The domicile criteria is for Indian Citizens. Now according to the ruling of Karnataka High Court, even OCI card holders will be considered on par with Indian Citizens. But NRIs and Foreign Nationals are exempted from this. Inspite of studying in the State, as your citizenship is not Indian, you cannot claim the State's domicile.

Thanks for the info but it is confusing .. It is only the Foreign Nationals and NRIs who have OCI cards and nobody else.

Exactly. Last year Only Engineering and Allied Sciences followed this rule. But it needs to be seen how it is implemented this year.
