No its not late as you are currently not graduate and for being eligible for CGL you should be a graduate .So,you have sufficient time to prepare for competitive exams .All you need to maintain proper balance between competitive exam preparation and graduation preparation.

Hii Aryan.. I will say BETTER BE LATE THAN NEVER..
You are not late for preparing competitive  exams.. Eligibility criteria for SSC CGL is graduation, and most of the competitive exam are fight after graduation.. So its right time for you to start preparing  for said exam... You are still in second year.... You will get almost one and half year... so you can give exam just after graduation... Don't worry about others.. Who have started when.... It matters how good you have master the subject in a given time... Not duration of preparation....
