During registration,in 7th step of uploading,do we have to upload the documents twice?

No you don't have to upload the documents twice.
If you have uploaded all the required documents as demanded by the Application form of Delhi University then you can proceed for paying application fee.
Check for my left mandatory options that you by chance forgot to fill.
If the problem still persists, contact the help desk
