For general category NEET qualifying marks is 119 so if I get above 119 in NEET than I will be able to apply for Jharkhand MBBS???

Yes, by scoring 119+ marks you may get qualified for NEET UG Entrance Examination. You are eligible to participate in counseling process, but you won't get any government medical seat with 119 marks or even any decent private medical seat. You must target for a score of 550+ to get a good government college in your state.
