Management seats will be filled through state counselling only.

Counselling will be different for both.
Based on your marks you have chances to get government seat in your state counselling. You should opt for government college.

mam you said management quota will also be filled as per marks during counselling...but what if student gets admission in management quota but cannot afford their fees
