Got 244 marks ,obc rank-64836,overall rank-163775.not eligible for counselling under 15% all india quota but qualified. Any chances?

50 percentile is qualifying marks in NEET so you are qualified but 244 is not a good score for getting any colleges.
You should try for admission in other medical allied courses and ask her to start for next year.
