The state quota is essentially nothing but a reservation category for the candidates whose permanent residence is in the state the college is located in. This would require your identity proof (except PAN card) where your entire address is noted. Since you state that you are a permanent resident of Uttar Pradesh and studied in Maharashtra. You are eligible for state quota in the state of Uttar Pradesh. Hope this helps and Good luck.
