The eligibility criteria for pursuing Ph.D is having a M.Ed or MA degree from any recognized university, so given your qualification you are eligible for admission in Ph.D. The admission process is conducted through an entrance exam along with group discussion or personal interview. This year, the entrance exam was held in January so most probably the entrance exam for next academic year will also be conducted in January 2019.
