Hello Kokli,
It is necessary to get a Central Certificate for OBC Certificate in order to take admissions in Delhi University. If you do not have the same, you may apply for it and for the time being may submit the state certificate in the online form and then submit the Certal one in-hand once you go to a college for admissions.
