Her State of Eligibility will be Gujarat. This is because apart from being born in Karnataka, she hasn't spend the mandatory education period of 7 years in Karnataka. That makes her ineligible for claiming Karnataka State of Eligibility. And because she has studied and spent all her life in Gujarat, she can claim Gujarat State of Eligibility.
