Hi. I got 190 score for NEET UG 2019 and a rank of 4 lakh 90thousand. Will I get a seat in a government college in Bangalore?

You haven't mentioned your category in the question.
However with the score of 190 you won't be able to get any government MBBS or BDS college in Bangalore or Karnataka.
Either you can opt for private college under management qouta in Bangalore, for which you just have to qualify the NEET examination or you can prepare again and try next year. You can refer to the following links for more information

I am sorry to inform you that according to me you have no chance of getting into government medical this year. Your rank is around 5 lakh and in this rank there is no chance of getting into government medical. The cut off goes minimum 50000 rank for general category.

Even if u r in a reserved category like SC or ST there is very very less chance. You cannot get into MBBS OR BDS government medical college but you may try for private medical colleges through management quota.
