Hi I got 60% in 12th and 48.33% in PCB do I am eligible for neet if I am obc but creamy layer?

You don't need to worry about this.
You are eligible for Neet.
Neet eligibility criteria is :-
UR - 50%, OBC/SC/ST - 40%, PWD - 45% (minimum aggregate marks only for PCB subjects)
so with 48 % marks in pcb you are definitely eligibile as you are from obc category.
