I got 46% in pcb in 12th boards am i eligible for neet exam if i am of NT(D) caste. I have caste certificate but not NCL

Eligible for NEET 2018 as they have undertaken regular and continuous two years of study of Physics, Chemistry and Biology/Biotechnology along with practicals taken together in Classes 11 & 12.
UR - 50%, OBC/SC/ST - 40%, PWD - 45% (minimum aggregate marks only for PCB subjects)
