Great that your brother is interested in pursuing the undergraduate law programmes from Jamia Millia Islamia and will be completing his backlog papers in June/July 2018. Further, I must say that he is very fortunate enough to have a brother like you who is asking questions on his behalf and inform him the same.
Before answering your question, let me ask you one. I assume you and your brother know that Jamia offers five-year integrated law programmes for which the minimum eligibility is a pass in 10+2.
Now having said that, your query has been answered. Your brother will need to show his 10+2 mark-sheet/ passing certificate at the time of admission. Yes, he can obviously fill the JMI BA LLB application form .
The backlog papers from the University of Kashmir, however, will not be considered for the admissions, as I think they are of Graduation level. Now, if your brother will already have his graduation degree with the University of Kashmir, then why isn't he interested in pursuing the three-year LLB programme from any University, for that the University of Delhi or Allahabad University?
Overall, the choice will be his, whether to invest five more years after Graduation for an LLB or just three-years to be an LLB degree holder.
