You could contact the college authority and if still the issue pertains then you also can Google the information about the board of directors or the senior representatives of that faculty and you could contact them as they could assist you in solving your issue

its really sad to know about your friends health conditions. see he need to contact with the college authority and please submit the medical certificates to proof for his health conditions. its solely depends on college authority decision, if possible take his parents with him to the principle or director of the colleges.
