how someone can use computer knowledge in civil services in administration ... if he is in computer science engineering student and graduate from b. tech also the question in my mind is in 3rd year or after graduation we can apply form for prelims ? please suggest me

As BTech is for a duration of four years, so you can apply in the fourth year, not in the third year(this is applicable for only those whose undergraduation degree is for a duration of three year), as per the rule of UPSC candidates in the final year of graduation can apply.
There's no restriction as such when it comes to streams of candidates, UPSC allows people from various background such as medical, engineering, management, arts, science to name a few appear for this prestigious exam. If you're single-mindedly focused about UPSC only, then it's better to start early as this way you'll be able to qualify in first attempt itself provided you do the planning well by setting targets on a daily, weekly, monthly basis as there's extensive syllabus to cover in this exam. few things that you can start right now is be acquainted with the syllabus, infact it's best if you can learn it by heart, take a print of it and go through it, doing this will make you aware what to read and what to skip, this will apply not only to books but also to reading newspapers which is another important thing, you should start reading The HIndu or The Indian Express,put more emphasis on the editorial part, and when it comes to books, start with the NCERTs books, it'll build your foundation strong, these are the few things you can do as of now in a gradual manner.
