Dear Aakash,
To opt for state counselling, you need to register for the same in the state of which you have domicile.Every state has it's neet site which manages all the admission procedure for medical college of that state.You have to register yourself there and then you can participate in state quota counselling.
The process for state quota is almost same as that of AIQ for almost every state so it won't be difficult.
