As far as state quota counselling is concerned, each and every state has it's own website where complete counselling process for both government and private colleges takes place.
State quota holds 85% government college seats which are only for that state applicants. But private quota seats are for all the individuals from any part of the country.
If you want to register for state quota counselling then you should go to the respective website to register and to attend the counselling.

Same way a the other state websites are also there.
