i am 12th passed!! I have 63 percentile in jee mains!! and now I don't have any hope to get good college for B. Tech!!! so now I have decided to prepare for UPSC!! so now i need to complete my UG do suggest me the best colleges!! and can I get into DU?

You haven't mentioned your 12th percentage however if that is abive 85 then you might get admission in some course in delhi university.
With some reservation, you can get admission for something around 75.
Moreover decide what course you wanted to look for best college lists.
