I am a 2019 passed out B-tech graduate. I didn't collect my provisional certificate till now. Now l have applied for mtech in NIT. They are asking to upload PC. Within the given time I can't collect PC from the college. Instead of PC can we upload any other document?

How come it is possible? it's been over a year and you don't hold provisional certificate.
for time being, if you can make bonafide mentioning that you cleared all your semester attested by your BTech institute dean/principal, you can provide it in place of provisional certificate.
it will be unacceptable if you say that you don't have PC. still they may accept the bonafide so try for it. you can upload a soft copy of bonafide. it is hard to make as your college dean/principal must agree to it. contact to them and ask them to help you out providing necessary reasons.
