I am a girl with mother tung TULU from Karnataka so how can I apply this case to NEET to get some benefits. should i attach linguistics certificate during neet application or during 2nd pu Mark's card submittion??

As far as I know, NEET doesn't have any provision for tulu language. Nevertheless you can opt another language similar to tulu may be tamil else you can choose kannad since you are from Karnataka. Go as per your convenience.
