i am an oci and have obtained my oci card before 4 march 2021am i eligible for dasa . (completed entire education in india)

YES, you are eligible for DASA (direct admission of students abroad)
As you have got your OCI card before 4th March 2021, you comes under the old rules, it allows OCI students to apply for DASA or CIWG.
